A marriage registration extract can be understood as a civil status document issued by a competent state agency to prove the marriage registration of a person who has carried out marriage registration procedures and the copy of the marriage registration extract is still legally valid equivalent to the original marriage certificate.


PROCEDURE FOR ISSUANCE OF MARRIAGE EXCERPT CERTIFICATE


1. How is the procedure for issuing a marriage excerpt certificate carried out?

According to Article 64 of the 2014 Law on Civil Status, the procedure for re-issuance of a marriage excerpt certificate is as follows:

Procedure for issuance of a civil status excerpt certificate:

The person requesting the issuance of a civil status excerpt certificate shall directly or through a representative submit the prescribed declaration form to the Civil Status Database Management Authority.
In cases where an authorized agency or organization requests the issuance of a civil status excerpt certificate of an individual, they shall submit a written request stating the reason to the Civil Status Database Management Authority.

Upon receiving the request, if the conditions are met, the Civil Status Database Management Authority shall issue the civil status excerpt certificate to the requester.
Steps to obtain a marriage excerpt certificate:

Step 1: The requester submits the declaration form directly or through a representative to the Civil Status Database Management Authority.

In case an agency or organization requests the issuance of a civil status excerpt certificate for an individual, they must submit a written request stating the reason.

Step 2: Upon receiving the request, if conditions are met, the Civil Status Database Management Authority will issue the marriage excerpt certificate to the requester.



2. Methods to request a marriage excerpt certificate

According to Clause 1, Article 9 of the 2014 Law on Civil Status, methods for requesting and receiving civil status registration are regulated as follows:

Individuals may submit their requests directly to the civil status registration agency, via postal services, or through the online civil status registration system.
When carrying out civil status registration procedures and obtaining a civil status excerpt certificate from the database, individuals must present identification documents to the civil status registration agency. If the application is submitted via postal services, a certified copy of the identification document must be attached.
If the registration involves a specified processing timeframe, the receiver must issue a receipt; if the documents are incomplete or invalid, written instructions must be provided for the applicant to supplement and complete the application.
Based on the above regulations, individuals can request the issuance of a marriage excerpt certificate through two methods:

Method 1: Submit the application directly to the civil status registration agency.

Method 2: Submit the application via postal services or through the online civil status registration system.


3. Cases where individuals are exempt from fees for a marriage excerpt certificate

According to Article 11 of the 2014 Law on Civil Status, individuals are exempt from fees in the following cases:

Exemption from civil status registration fees in the following cases:
a) Registration for individuals belonging to families with meritorious services to the revolution, households classified as poor, or individuals with disabilities;

b) Registration of birth, death, guardianship, and marriage of Vietnamese citizens residing domestically.

Individuals requesting other civil status registration events, apart from those specified in Clause 1, Article 11, must pay the prescribed fees.
The Ministry of Finance specifies the authority to collect, collection rates, payment methods, management, and use of civil status fees.

Based on the above regulations, individuals are exempt from fees in the following cases:

Individuals belonging to families with meritorious services to the revolution, classified as poor households, or individuals with disabilities;
Issuance of marriage excerpt certificates for Vietnamese citizens residing domestically.
